India is on a mission to establish its inaugural Polar Research Vessel (PRV) within the next five years, with the primary objective of maintaining its research bases in Antarctica. Kiren Rijiju, the Union Minister of Earth Sciences, recently confirmed this ambitious plan, emphasizing the need for a dedicated vessel to support India’s scientific pursuits in the polar region.
Revisiting the Journey: From Past Attempts to Future Prospects
In response to a query in the Rajya Sabha, Rijiju highlighted that the proposal for the PRV is projected to secure Cabinet approval during the ongoing fiscal year.
This endeavor revives a venture that had been initially initiated in 2014, with a Cabinet-sanctioned fund of ₹1,051 crore.
However, complications arose when the designated shipbuilding company introduced conditions outside the scope of the original tender. Despite this setback, a renewed effort is underway, with a proposal poised for consideration by the Expenditure Finance Committee (EFC).
Calculating the Cost and Aspirations
Reflecting the evolving landscape, the estimated cost of the PRV now stands at ₹2,600 crore.
Rijiju expressed optimism about the impending proposal’s journey through the Cabinet, envisioning the vessel’s readiness within the next half-decade.
“However another effort was initiated and now, we are ready with the proposal to be moved by the EFC (Expenditure Finance Committee),” Mr. Rijiju said.
He underscored ongoing negotiations with foreign nations renowned for their expertise in constructing such vessels, while asserting India’s aspiration to achieve self-sufficiency in ship manufacturing.
“I am hopeful that in this financial year, we should be ready to propose this estimate and move in the Cabinet. In the next five years, we should be ready with the ship,” Mr Rijiju stated.
Expanding Horizons: PRV’s Role and Significance
The PRV’s significance extends beyond supporting existing research bases. Rijiju highlighted the requirement for icebreaker ships to ensure consistent access to research stations—a pivotal necessity for comprehensive studies on climate change and various research domains.
The PRV’s potential reaches beyond logistical support, as it can serve as a versatile research platform. Not limited to polar exploration, it can facilitate oceanic research, including activities within the Southern Ocean.
As India seeks to bolster its scientific endeavors and strengthen its presence in the polar regions, the envisioned PRV stands as a symbol of the nation’s commitment to advancing research, understanding climate dynamics, and contributing to global scientific progress.
